It’s not just Baton Rouge either. I simply cannot understand why people think it’s okay to litter and why people leave loose trash in the back of their truck.
I’d raise the fine to $5,000 and write tickets every time. That’s some the cops could do that’s actually productive besides pulling over speeders.

Very true, and although it’s not an area most venture to these days, if you’re in the neighborhood, take a quick pass down N. Harrell’s Ferry where it comes to Blvd de Province and the sight of trash mounded up on the side of the road will absolutely blow your mind. It quite literally looks like a landfill and never been picked up.
There’s no excuse for this anywhere in this city but just plain laziness and trashiness. It’s as if the city makes no attempt whatsoever to pick anything up. Ever... it just stays there and festers as if mommy is coming by any minute to pick up after the hooligans and their free for all party.

I return every year to fish south LA and I tend to judge the state harshly. I’ve never once seen what he’s describing.

The point is if people didn't litter, then you wouldn't have to rely on the government to pick up your trash.
There is too much litter in the state and too many people want to complain that the government isn't doing anything instead of taking some responsibility or initiative.

I have witnessed this too. One time I remember in particular was a car load that I was stuck behind on I-10 bridge traffic that was stopped for a while due to an accident. They had obviously all gotten plate lunches and ate them while stopped. When finished they just dropped the styrofoam plates, leftovers and empty drinks out the windows not the highway.
