If you want to put your tin foil hat, you may even consider the fact that with the Gov. fueling the fire a little by making protesters feel even more on target in spite of the recent leaks showing otherwise. This would be in line with his working with Holder to use this platform to push their police militarization agenda. Just a far fetch thought I keep having since Holder said FPD shouldnt have released the robbery photos.
