Investigate would be a better word if he meant a "vigorous investigation". He said PROSECUTE. That implies charging someone with a crime
Did yall miss that he is a Democrat? It's pretty obvious he is trying to appeal to his voter base and that is all. He can say that bc it will mean nothing as far as the process goes, but makes him look like he is on the same side as a lot of his voter base, but because of the wording, has a way to play both sides of the fence. It's what politicians do.
