Idk about that. The cops have to be a presence for any protest.
The way I see it the protestors blocked off an intersection illegally. Cops had to be there at that point. They should have either called the cops bluff and forced them to use tear gas (would have looked terrible for LEO) and gotten arrested or stayed on the sidewalk.
