The legislature would have to pass a new law, signed by the governor, to expand voting to the entire parish.

Then the question would be, can JBE edit his call for the election, and if so, when is the latest he can do that by?

I don't see why John Bel would put this on the ballot for when he's also on the ballot. It's going to hurt him. If he had any hopes of winning outright on the primary election he just blew that.

It was never going to win the primary. But he's pretty much a shoo-in to get reelected

Not every part of the unincorporated areas of East Baton Rouge Parish would be the new city of Saint George.

You have that backwards. If the incumbent (John Bel) doesn't win in the primary he's not going to win in the runoff.

Didn't want to bore you with the full legal description that is listed in the proclamation. Point was that NONE on the incorporated area of EBR was included.
