Speeding camera bill- a Floridian needs help

I was visiting NO for the first time last month (great visit!) but came home and found out we racked up a $110 bill for going 10 over a posted limit. There are lots of posts on here about people not paying but hear me out.
1) Bill was not sent to me, the car I was driving was not in my name so it was sent to and addressed to someone else here in FL
2) I have no plans on coming back to NO in the near future so a boot doesn't scare me
If this was in my name I would say F this and not pay, but I am afraid of future ramifications I would not be able to deal with since it is not in my name. Any advice about what actually happens? Credit ding or no?
Last issues I would like to bring up in case I decide to fight this the way they want to (in court).
3) The person the notice was sent to has never been to NO, could sending a letter saying this get this thrown out?
4) Traffic cameras are illegal where I live in FL, could I use that in my case?
5) The location listed on the letter where the infraction occurred is not on the city's website of monitored intersections. And by looking at the map I don't think I drove near any of the posted intersections. The sun flare on the attached photos are so bad you can't make out any surroundings so how can they prove there was a sign posted that this area was monitored?

So, you're not going to pay for a ticket you received when driving someone else's car which was sent to the other person who is innocent of the violation?

No, the person that got the ticket isn't going to pay for the violations he/she never committed. If that person has any proof that they were in Florida the time the tickets were given (timesheets from work or something) I would tell them to send that to the city and tell the city to F off. That person was cited, but committed no violation; you don't have to volunteer your guilt. Screw the city they shouldn't be dabbling in unconstitutional behavior.
ETA: and if it's from a third party not actually the city/parish then just ignore it, nothing will happen.

This is true in most places, but not in New Orleans if the car returns there and is spotted parked, it could get booted. If the person who got the ticket in the mail never intends to go to New Orleans, no worries-chunk it, but if does, he risks being booted.
I got one dismissed. If you were not driving the vehicle, there is a question asking if you know who was and you provide that info. I suppose he could lie and say he doesn't know.

You got a ticket in your friend's vehicle. Irrespective of your political views on speed cameras, don't be a degenerate, and pay the fine.

That's what I figured, but I had seen some other people mention it could affect credit. I wish instead of insulting me or my intelligence people would realize that I'm legitimately trying to avoid getting the person this was mailed to in any trouble. But I don't agree with camera "tickets" and they are unconstitutional where I live which furthers my disdain for possibly having to pay this.

Since it's a city issued ticket (speeding) it will affect credit
You can only ignore the red light tickets (but you will still get booted in Nola)

Even if it was a camera speeding ticket? I know there's no way to avoid actual tickets since those cross state lines but this a ticket on the license plate not on anyone's license.

I make the car payments the car is just not in my name but thank you.
Sorry I don't feel like giving a handout to your city (actually, only half goes to your city since they outsourced this great idea) when they can't even tell me where I broke the law...that's why having actual police instead of a camera is much more effective
