at 3:42 i think you have the person who caused the crash just standing there with the sign under their arm. THey took their hat off, but the glasses look the same, and the kid with the white and black striped shirt is on top of the the hill and you can see him with on top of the hill behind her at the time of the crash.

Bottom line, they expect fans to police themselves therefore there are no enforced rules, the tour simply doesn't put enough resources out there.
She was dumb, for sure. But to file suit against her, they better have done all they could to prevent this....and we all know they didn't
Suing is a bad translation. They mean that they are doing the equivalent of pressing charges.
Also, France has an inquisitorial criminal system. The burden of proof is more on the accused than in the US or English systems.
