Why is OP letting his fiance handle issues with the neighbor? Women always add more drama to easily fixed situations.
OP should have just introduced himself to neighbor, go grab some beers together and then mention the barking dog. More than likely neighbor would have then taken care of the problem.

Pretty sure most apartment contracts state if your pet becomes a problem, you either deal with it or get kicked out.
