I said the former, not the latter. The main reasons companies leave - ie. the workforce, tax structure, infrastructure, schools, etc. have nothing to do with JBE. Jindal didn't raise taxes and paid companies to move here and the business climate didn't really change.

even if Louisiana decided to just stop catering to the underclass, there is still a lack of sizeable middle to upper middle class to help carry the state.

That doesn't mean you should think that JBE is helping.
If anything, he's only encouraging more of this bullshite by putting out red tape out of the arse that kills jobs, constantly attacking the largest private employer in the state with frivolous lawsuits, and taxing the shite out of the middle class and the private sector with nothing to show for it besides more people on the dole getting free government bullshite.

Jindal may have been content to stick with the status quo like the fraud he was but at least he treated the private sector like a real partner to help grow the middle class in the state.

What taxes are you talking about? And IIRC, not one company has cited those lawsuits as a reason for moving.
I didn't say JBE is helping but it is certainly lazy to assert that he's completely the reason for why Louisiana is in the shape it is in. There are plenty of thriving cities and states that have liberal leadership. Now, why is that?
Acting as if electing Republicans, especially the lot that exist in Louisiana, will suddenly turn this state into some kind of business powerhouse is laughable.
