Anyone who didn't see this coming is blind.

You knew it would be a controversial pick, so they set up an advisory panel with all these respected members of the community and local government that puts concerns at ease. In typical fashion, they ramrod in their picks and discard the suggestions of the most respected members of the committee.

I just browsed the advisory panel and it appeared to be a quality group. It includes local sheriffs, retired police, the District Attorney, a city councilman, and a couple of local attorneys.

Then I dug a little deeper. Race was definitely a factor when the panel was assembled.

The two attorneys were white, but they caught my interest as well. One is a civil rights lawyer, and that is probably standard practice these days.

The other is Ron Michotto, a defense attorney who has represented many officers in criminal matters, as well as before the civil service board over the years. He has also represented the city and parish in various matters. He’s certainly knowledgeable and respected, but he also appears to be too intertwined in the scene. There’s at least the appearance he would have serious conflicts of interest with clients he’s currently representing, as well as future clients.

As I recall shortly after B Raymond took over he reassigned M Carter to admin duty or similar, Carter was pissed and fought it but didn’t win. Idk if this plays into it or not. Maybe Raymond isn’t an arse kisser or something so the mayor doesn’t like him (my speculation). The other info taken from KEEL on the morning drive.

Carter is the President of the police union and Chairman of the Police and Fire Civil Service board in Shreveport. Raymond reassigned him to HR and Carter sued the city claiming it interfered with those duties and asked the city to remove Raymond as interim chief. I can't say I know the behind the scenes machinations but SPD is a cesspool of politics, favoritism, and corruption.

Carter has a Doctorate in HR. Raymond needed someone to run HR. He assigned the guy and the dude beefed it as “interfering” with his Union duties. Dumb arse. He was BY FAR the most qualified for the job and the Chief is supposed to put the most qualified people where they belong.
