The clinically mentally handicapped are the least of our concerns. I have a much more liberal definition of the term mentally handicapped, though, which I believe accounts for nearly 50% of the population.

I think its kind of funny how people who argue that the government should stay out of peoples lives and claim to fight for our freedoms are some of the same that are against the freedom to procreate.

If you're living on the government dime, you shouldn't he having children.
And we all see people, every day, who aren't technically 'mentally handicapped' who have no business having children.
