If it is one of these bumper stickers, it's almost always a Pajeet. They think it will help them avoid getting a ticket (I'm serious, they think it helps)

But I agree, they keep doing it because nobody does anything to signal (flashing lights, honking, anything) so they just continue. You have cheer moms, and old dudes that think the left lane is for passing through while they're doing a hot shot five states away.
GTFO the passing lane.
