The Advocate is reporting the suspect still at large is the one they think fired the shots. His description is "a man of slight build wearing a black shirt and black shorts and driving a light colored sedan."

Active Shooter by FBI definition specifically states that the shooter is targeting multiple people and the implication is that the shooter is actively targeting subsequent victims after the first victim is felled. It's different than a drive-by where one guy is the target and 3 more bystanders are hit in a barrage of bullets.
Bystanders don't count in that case as they were not TARGETED. These would be mass shootings by definition but not a "rampage attack" nor "active shooter".
