What is the purpose of holding off on issuing a warning in that scenario? Are they trying to avoid a "boy who cried wolf" scenario or liability? Or did someone simply drop the ball?

There is no purpose. You don't hold off on a day like today. Most likely they were occupied with the other two warnings. Still, you can't do that.

They've missed tornadoes in the past.

It was simply radar indicated. They have criteria it has to meet in order to issue a warning.

They just went with a PDS on the Brookwood tornado...

...A TORNADO WARNING REMAINS IN EFFECT UNTIL 345 PM CDT FOR EAST
CENTRAL TUSCALOOSA COUNTY...

At 331 PM CDT, a confirmed large and extremely dangerous tornado was
located near Brookwood, or 13 miles east of Holt, moving northeast at
20 mph.

This is a PARTICULARLY DANGEROUS SITUATION. TAKE COVER NOW!

HAZARD...Damaging tornado.

SOURCE...Radar confirmed tornado.

IMPACT...You are in a life-threatening situation. Flying debris may
be deadly to those caught without shelter. Mobile homes
will be destroyed. Considerable damage to homes,
businesses, and vehicles is likely and complete destruction
is possible.

Locations impacted include...
Brookwood, Abernant and East Brookwood.

I just started a sticky request thread on the help board. It's kind of surprising that hurricane threads would get stickied, but not this one, while multiple tornadoes (in an area occupied by a lot of posters) are actively popping up and will be for several hours. thread could be helpful to posters who normally wouldn't click on a weather thread.
