Ours can as well, but I only had to scold him a couple times before he stopped. He'll still jump up on the fence with his front paws to see what's going on on the other side but we just don't let him out by himself too much.

Actually my biggest issue was with him breaking boards with his back paws.

These work and are hilarious. PVC pipe that is loose on a smaller pole/pipe so that spin off the top of the fence.
I've seen these at a hunting camp that was trying to keep coons and other things out of the trash area. They fall off the top like idiots.

if there is something above her she wont jump, so create something leaning inward about 2 ft or so to discourage her from jumping

You can put essentially an overhang that extends into your yard on the top of the fence - I know a K9 LEO whose dutch would easily climb their fence until they did that. Not sure if an electric fence works. If so, could you set it up a few feet inside the actual fence line so the dog learns not to even try?

Get an electric fence generator and some poly electric fence line. Run a strand near the top.

The animal has to be grounded for the fence to work IOW have her feet on the ground.
