Wait. This is no longer the proper term? "Transgender" is no longer PC? I'm so confused.
You can tell if the child understands what they are saying or not or if they were trying to be offensive or not. There isn't anything wrong with the word transgender. It just may be an opportunity to teach some tact.

My son said the "f" word as a third grader because he had read it on the bathroom wall. He didn't know what it was but still I was called. He apologized .

He should write:
"I have no idea why it is offensive. I am 12 years old. Why don't you write me a three page essay on why it is offensive? I will promise to read it before I take it to the school board and my attorney. Good luck in your next career."

This reminds me of a story in sixth grade where the teacher asked the class what is another name for a lawyer. One kid raised his hand and said prostitute instead of prosecutor.
The teacher corrected him and he didn't get in any trouble.
