any person with any iota of unbiased rationality understands the fundamental arguments of this law make no sense

Has anyone forced her to explain why this bill is so narrowly scoped that it only affects EBR? Why not pull Jefferson, Orleans, Caddo, St. Tammany, etc. into it as well?
