Every city, ever incorporated, in the entire US... has done this process.
Yet, as time has passed, and government has completely lost control of its fiscal responsibilities... it is now somehow unconstitutional to take away some of these taxes.

Without a doubt. I wasn't referring to this bill. StG is getting hosed by the state even allowing this to happen.
