It is when you're talking about a small number of infants who have died. I believe Kentucky law is more restrictive than HIPAA (at least from my experience) when it comes to public health reporting of ages/identifiers to the public.

Sure. But then do you also exclude older kids who cannot medically receive X vaccine as well?
But you're not wrong in that the daycare takes younger kids by law due to the economic benefit of not providing the paid leave to mothers who could stay at home with the child themselves. That's a whole other discussion though.

In Kentucky there have to be hundreds of children in each area that are a certain months old- I refuse to believe that stating the ages of three infants statewide would compromise the children’s identity.
Not arguing what the rule is… but also, these are dead children- how could they be possibly further compromised?
