It's not the "government" per se, it's those in government that want to release one that's on their side in helping to destroy all things America.
If Putin wasn't short sighted, he'd release her, making Biden's Administration appear good, winning over more votes for Anti American wishes.
Instead, he's holding her trying to make Russia appear the "tough guy".
