This is standard practice going all the way back to the Soviet days. Happens at sea, too. When I was in the Navy, back in Ye Olde Cold War Days, they sent Bears AND KGB staffed Intelligence Trawlers following our fleet formations.
BTW, we do this to THEM as well, and we do it a lot. A friend is a retired USAF navigator with lots of time in RC-135's, and they would get really close to the Soviet border on a regular basis. Part of this is testing the reaction time of defense systems. I'm pretty sure we still do this.

The Russians liked the design so much that they broke out the old tooling (which had been in storage) and opened the production line anew in the 1980's. Most of Russia's Bears now in service are from this later, second production run. They have FAR less time on them than our B-52's, which were produced in the early 60's.

What exactly does "Intercepting" them mean? We flew out to them to give them the ole one finger salute? And why are we "intercepting" them in international waters?

One of my great-uncles flew B-36 and later B-52 bombers for SAC out of Fairbanks back in the late 50’s and early 60’s. They did this all of time. It was just a game. The Russians flew to our airspace, and ours to theirs to test their responses. Anyway, he said they would send a couple of MiGs up to “escort” them back into international airspace. They would flip the bird at each other and on occasion the co-pilot would brandish his hind quarters at the pinko bastards.
