I don't think hijacking and ramming civilian aircraft was considered feasible even though it had been thought of and planned for and "demonstrated" in fiction.
And then even if it was, the cajones on the officer to make the call to shoot planes down. Gotta remember when the attack happened air traffic was normal. Everybody was in the sky. In the interior. Exterior threats are also going to be on different flight paths.
This is actually one of the things I wished they'd kept for The Boys TV show. As they shot down/boarded 3 of the planes and the 4th diverted to the Brooklyn Bridge and wasn't shot down because the conspiracy to promote superhero soldiers kicked in.

Yeah that 65 knot difference in top speed that the B-52 has is killer.
Of course the Bear bombers can fly 500 miles farther while using 40% less fuel than our BUFF’s.....but what were those dumb Russkies thinking eh?
