Russia Banned from Competing in 2018 Winter Olympics

Didn't they get "banned" from the summer games, then that was reversed later?

Russia’s Minister of Sports Vitaly Mutko and his then-Deputy Minister Yuri Nagornykh are banned from all future participation at Olympic Games. The International Olympic Committee (IOC) said Russian athletes will be able to compete in the Olympics as neutrals. The IOC, which also suspended the Russian Olympic committee and IOC member Alexander Zhukov, said some competitors will be invited to participate as an "Olympic Athlete from Russia (OAR)" without their national flag or anthem.

I thought about posting it on MSB, but there have been several threads in the past about the Olympics (not specific sports results) on the OT. Might as well move any thread involving actors sexually harassing / molesting others to the Movie / TV board then, huh?

Sounds like Russian athletes can compete, just not under the Russian flag. So Russia is being banned in name only and it will affect their totals as far as the history books are concerned but otherwise, whatever.
