Perhaps the good general can start by offering a site on the river for a suggested “refinery expansion” his political action groups won’t oppose.

Most of these people aren't thinking at all.

If they were... they would be apologizing for how their past actions got us into this current mess.

Refineries are a long term deal. Companies are not going to spend tons of money reopening / building new capacity if in a year, the left is threatening to shut them down. Again.
