If it is below a certain price there likely doesn't need to be a bid.

Perhaps this was going to be done for below that price.

Personally, I think it was put out there just to get the white people from the burbs upset. Which it appears to have done.

Wrong. It was a public bid. They cannot legally just let a mayor cronie buddy to do it cheaper just because they now know the low bid.

Public Bid Law would say otherwise.

What if the job description changed?

Created a new work scope that allowed for a no bid type situation.

It would still have to advertise and the original bid would have to be thrown out first.

An existing contract vehicle would have to be in place first such as a "maintenance" or "demolition/infrastructure improvement" contract. Then they could give them a written work order.

None of these contract vehicles are currently held by Big Yellow as far as I know.

this whole process has been dubiously legal from the get go...until the judge upheld the ordinance earlier this year, it was a policy standing on quicksand

i havent seen anything in any media outlet confirming last nights rumor, but would it really surprise anyone that they tried an end-run?

Correct, Big Yellow was not the bidder, Cuzan Services was. Legally speaking Big Yellow cannot do the work, unless they are somehow subcontracted by Cuzan.

If the monument does indeed come down they should make that area the violent crime stat circle and have the whole area a massive real time LED pie chart display of the city's crime stats.

If you're going to spend time and effort on something this ridiculous at least use it for something meaningful.

Rumor now is Mitch will try to take them down late Sunday night early Monday, but he will find people out there waiting for him.
