Mental Health issues in the Criminal Justice system is a probelm everywhere, even in the best state systems. However Louisiana has the worst run CJ system in the country. So like most things in Louisiana, this problem is heading for a huge tipping point. And they are doing nothing about it, except sitting around and blaming a past governor. The Louisiana way.

Voters are saying enough is enough.
Between the state raising sakes taxes, and the parish raising taxes for COA, and the new CATS tax along with the healthy taxes collected by BREC and the Library folks are getting tapped out.

I once got a private tour of the basement at East La St Hosp....You can see the shackle marks on the walls where they chained the crazies....Back then 1950's & 1940's, if you had a little stroke and you didn't like a family member, you could have them committed as a crazy.

No, the one that made it to the public was a stand alone tax in Dec. 2016. Only 1.5-mill, 2/3 of the tax that we're paying the Council on Aging.
At one point taxes for an entirely new parish prison were attached to one of Kip's big bond proposals. That might have included some upgrades to the mental health situation there.

There also comes the issue with people getting cancer and needing treatment, but you don't see them getting thrown in jail. The world would be better off without illness. No shite. That's a meaningless platitude.

It seems like most people get overly concerned with a single issue or two, such as abortion, gun control, etc. that they feel strongly about and let the singular focus drive their voting decisions rather than think about things like mental health. As a result, politicians pander to those issues. Perfect example, look at the how the legislature has been concerned with things like the school prayer bill, and the "in God we trust" motto in schools. Rather than worry about very real issues, they been concerned with pandering by showing themselves to be good Christians rather than trying to address real world problems. Until the electorate moves past these types of issues and demands solutions to real problems, politicians will keep not giving a shite. To be clear, I'm not trying to take a swipe at any particular side, they all do it.

Saying that the world would be a better place without problems is not a contribution to conversation or a statement of a stance. It is a diverting cop out. I don't see how you can't get that.

Well b/c i have to pay taxes for COA, and the Library, and CATS, i'm not going to vote to pay for pretty much anything else, until those stupid taxes go away, but that's not going to happen. I have zero faith in how my tax money is spent in EBR, so i will pretty much always vote no for any tax that comes out of my pocket.
The idiots of EBR voted yes for the library tax a year or two ago, but no for some tax that was going to be funded by an extra hotel tax. Absolutely moronic. If Books a Million can't stay in business, then we shouldn't have public libraries. There are libraries at every school in this country. Why an adult needs to go to a library is beyond me. if you can't buy a book on Amazon as an adult, then oh fricking well.

Here is my beef with the way EBR works these deals.
I will use the COA here as an example.
Voters passed a new millage that was estimated to bring in 7.8 million each year. When it passed the parish quit paying 877 thousand from the general fund to support the COA.
I see two issues here. First the CP a lot of control over this agency and our tax dollars since the COA doesn't have to come to them for funding.
Second, the 877K. Where did it go?
We know where. To special projects like bike paths, consultants, and not offset the taxes we currently pay.
Currently the sheriff pays for care for the mentally ill in his keep. What would he do with the money he has? Yes keep it.
Creating another independent entity similar to all the others is a recipe for disaster. We repeatedly do it and wind up with bloated agencies and libraries we don't need.

How much would it really cost to help these people try to become honest members of society, versus paying for 20 trips to jail/food/etc. Until they eventually die in prison. One or two rehab stays would seemingly be much cheaper for all of us.
