Aside from the normal govt inefficiency, how is that even possible.

Incompetent contractors getting work because of City Hall connections + incompetent city workers overseeing work
Yeah.. this isn't how it works. The contractor has to be low on bid day; these are public bid projects. The only thing they can try and cheat is the DBE involvement goal, which pretty much every contractor down there does.
With that being said, the A/E's (Architects and Engineers) do not have to follow public bid law. A/E's are professional services and are procured under RFP's, which are graded and then pretty much hand picked by the city council.
So you tell me where the problem lies.
My opinion is that it's probably a shitty contractor with terrible oversight from an equally shitty engineer.

i remember the akshcually crowd in that original thread that refused to believe their eyes at this obvious frick-up and tell us this was a non-story and the street was fine they just needed a bit more time to finish it.
idiots.

Why do people that have no clue like to chime in on shite they have no clue about, alerting everyone that they don't have a clue?

This. This should've been caught by the engineer and his inspector a long time ago. But at the end of the day it's still the contractor's fault
But everyone crying corruption is just wrong. The contractor was the low bid and he now has to redo it at no cost to the owner. Depending on the size of the project, shite like this is why a lot of contractors go bankrupt.
