Not sure what sewage and water board has to do with it. The contractor should have seen the problem and addressed it.

Um, i sold my house in Lakeview a couple years ago, and trust me , i had enough issues with the Sewerage and Water Board and other city departments, that i’m quite certain i was in New Orleans.
