I really would never believe someone would do this to family. The asking for a loan is the only reason I can come up with as to why. I’m sure he went to butter them up to ask for the money in person.

My 70's age in laws won't allow anyone to visit, including family.

I think that's extreme and unnecessary, especially if no one in the family has experienced any symptoms or been tested positive.
However, if one is known to have it, and puts themselves in close proximity to the elderly, that's just over the top. Even if you had any type of virus you should know better than this
