There are some who still "sag", but about 10-12 years ago it started to become a lot less popular. Tight jeans started to become more of a trend. Those who continue to "sag" are thugs are the bottom of the chain.
It doesn't bother me. I don't GAF what someone decides to wear, but it isn't the smartest thing to do. If they have to run from something, it has to make it more difficult since their pants can fall down and it makes it even easier to profile them, but
