Realistic way of culling down the pit bull population?

I think we can all agree this is a problem. The breed(s) serves no legitimate function that several other breeds cannot provide for owners, yet they account for a disproportionately high amount of danger for at-risk populations in residential areas, like children and seniors.
The question is, as a matter of policy, can we take reasonable steps to eventually eliminate pitbulls? And if so, what can we do about it?

I think you have to ease into that. I don't really hold it against someone for adopting one at a shelter or taking in a stray, as long as the dog is neutered/spayed. I wouldn't personally do it, but I can understand why. But you have to work with these people.
I'm pretty libertarian on these types of issues, but I do think it's a matter of public safety and an entirely unreasonable thing for us to tolerate.

stricter punishment for owners when their dogs attack people
there is no way to just eliminate pits or the like without denying people certain liberties
people should have the right to own pits
but if they cannot control them, there needs to be harsher penalties

Make people responsible for their dog's behavior, regardless of breed.

Well I'm trying to think of ways to eliminate them eventually. Maybe start it off with some kind of bounty for neutering them, followed by fines for not doing so?

I know plenty of pit owners that have no problems whatsoever. It's not the dog, it's the owner.
