This dude was going insane.. Someone had to stop him so the dude punched him, knocked him down.. The other guy held him down with his food, the woman tasered him and he left.. Didn't waste the police's time dealing with that idiot, they took care of it and he rolled out.

Stepping on the guy's neck doesn't mean he was restrained. As nuts as the guy was, I'd only call him restrained if he was hog-tied.
