I think the business has a right to refuse, the customer has a right to ask, and there's no reason for either to get sore about with the other's response.
Last I checked, this was still America and we were doing the whole free enterprise deal, to some degree at least.

This. If you are large enough like say a Car Dealership then sure, a company policy you don't use company supplied parts is normal.
I've called around and asked for someone to install what I bought. Sometimes I thought I could do it, sometimes I just got too busy, sometimes I didn't feel like it, I went out of town, etc.
As said just charge say $150/ hour instead of $125/ hour. No warranty, and no refunds.

Mechanics have to make a living and if you are man enough to find and order parts off the internet then install them yourself it’s not hard

5% Markup is reasonable. 100%? not so much.
I had the fan on our outdoor portion of heat pump go out one August. for the bedroom half of the house. the fan cost me $400 at the Trane store but the service guy quoted me $800 (parts). it was a pretty simple plug and play install.

They don't provide any service to charge for labor, so they have to mark up inventory to make a profit.

I don't think most people have an issue with that but it's things like this

that make them wary of the uncharging/gouging that goes on

If you buy windshield wipers from walmart, you get charged markup on purchase and on labor to install.
Handling inventory and labor for a task are different things and should be charged for each.
If someone is excessively marking up its no different than excessive labor charges. Both should be charged. The amounts is up to the two parties.

While this sounds reasonable, and it is, invariably you will get people have selective memory after the fact when something still isn't working. Then you have the choice of pissing them off and getting bad mouthed, or fixing the issue despite no warranty.
Sounds good on paper, in practice it can bite you in the arse.

sometimes you can build a solid reputation by a small act of goodwill or deferring a little extra money now in exchange for cultivating a loyal customer base, harder to do if you're operating on a shoestring and are shortsighted

I wanted to change the exhaust system on my ecodiesel b/c the DEF shite was too clogged up and needed to be replaced. I had an entire exhaust system off of a buddies ecodiesel, same year as mine, that he took off b/c he deleted his truck. Went to 3 different shops askign them to change out the exhaust system with the one i brought and none of them would do the work. I told them I'm not holding you responsible for anything that happens and i'll sign whatever you want stating that, and if there are parts missing for some reason, then go buy them and i'll pay for them. The excuse i got from all of them is there might be other stuff going on with the vehicle, which i replied with, "then fix it dumbass and i'll pay for it. I know the DEF filter is fricked, so change out the god damn exhaust system and fix that issue and we'll handle whatever else is going on like normal."

A friend owns an independent shop and tells people to buy the parts themselves if they wish. He does suggest what brands. (You can buy OEM AC Delco parts on Amazon for example. For far less than than it costs at the GM dealer. Like less than the dealer pays for it.)
Has the most loyal customers you will ever meet because he is a good guy, does excellent work, and doesn't bone his customers. Makes a very good living while never being short of work.

The math is simple. I charge $200/hr at 75% gross margin. I expect to sell approximately $200 in parts at a 33% margin to be used during that hour. That’s about $140k/yr in gross margin on parts and $300k on labor.
I’m not giving away 1/3 of my gross margin so I can cater to a bunch of cheap arse people buying Chinese junk off Amazon that mostly won’t work, and that will inevitably waste a bunch of my staff’s time when it doesn’t work. I didn’t invest millions of dollars to open a business so I can be free tech support for Amazon or anybody else. You make think my rates are high, but the reality is that’s how much you gotta make to run a legitimate business with real overhead.
If you know what you’re doing by all means buy the stuff you need in the cheapest place possible and fix it yourself.
I’ll do a carb job on my kids dirt bike because it’s fun and I can teach him to be a man. I’m not changing the oil on my truck because I’m not messing with 15qts of used oil and jumping through hoops to track my maintenance just to save $50.
