Germans, but this tik tok trend stuff needs to end. Parents need to be held accountable for their children's behavior, and young adults who do this to people need to either be brought up on some kind of charges (disturbing the peace or something), or if the victim beats them up or steals their phone and throws in the the water, they be held not liable.
