No, Delcambre and Abbeville had pretty bad flooding for a hurricane a while back but that's not Lafayette. It also depends on where your workplace will be located. Living closer to work will save time driving back home.

Is all of south Lafayette in a flood zone?
Not all. I find it kind of random. My parents live close to the river and are not in a flood zone. I live farther away and have to have flood insurance. Tell your realtor if this is important to you.

Lafayette is a great town. I'd live here for as long as I can.
Best place to live depends on your budget. If you're younger then on the southern outskirts towards Youngsville and Broussard have a lot of new or newer houses for pretty good prices. If you've got more money to blow than just about anywhere in the Johnston/College/Kaliste Saloom/Ambassador square has everything from new houses to older houses.
ETA: The traffic is not bad. The worse traffic consists of sitting through a couple of red lights. Give me Lafayette Traffic over I-10 Traffic in BR any day.

Where are you possibly moving from?
If I were to move to Lafayette I'd move to River Ranch. It's the only area that really has a city feel to it.
In you're into the whole suburban idea, it's probably going to be good for you.

Pros:
-Great Food
-Great night life
-Located centrally(ish) b/w Houston & New Orleans (depending on your job this could be a big one)
-If you work out, Reds gym is unbelievable
Cons:
-Traffic is awful
-Economy is strongly tied to oilfield, which makes times like now rough. When the oilfield is good, this becomes a plus
-Offshore trash (unfortunately this stereotype is real)

How long of a commute are you willing to have in order to live on acreage?
I have lived in the area for a few years and think it is a nice place to raise a family (as far as Louisiana cities go). It is by far my favorite Louisiana city/town in which we have lived. We live on acreage, but not in Lafayette proper. The biggest downside is the amount of time that it takes to get anywhere because of traffic.

Lived here my whole life. Id try to find a place in the Youngsville area. Great schools around the area. Plenty of places to eat and go out.

As for where to move....follow the river for the nicer neighborhoods in town
Traffic isn't bad if you don't live in BFE youngsville or broussard
always something to do
serviceable public schools or affordable private schools
reasonable cost of living
airport is really easy to get in and out of
good food selection for a town it's size

Too many people moving out to Broussard and Youngsville. My wife and I are renting in Lafayette and plan on buying in Lafayette

Depends on budget and where you'll work.

I spent a year in Lafayette and I think CptRusty summed it up well. I much preferred it over Baton Rouge. I wish I would have gotten to stay there longer.

You get the perks of living near Baton Rouge without living in Baton Rouge.
