If I was an international investor, Id be looking in those darker areas on west side. Yes up north there is absolute trash and feces, but down south there are some absolute magical beaches. They get hammered with typhoons but so does the Carribean. The country is making strides towards cleaning up and its only a matter of time it gets world renowned for beach life.
