The urban decay in New Orleans is nothing compared to some of the cities in the Rust Belt (Detroit, Cleveland, Youngstown, Niagara Falls).

So to follow your logic...Muslims praying means a city is now shitty. In that case Dubai must be then7th gate of hell. There are Muslims in Paris. Big deal. Paris could have 30 attacks this year and still be safer than New Orleans. I guess Paris being the leading financial center of mainland Europe hasn't done anything to stop its decay.

Baltimore is 65% black while Philly and St. Louis are both a tad above 50% black.

Near West Side areas like Wicker Park and Ukrainian Village have young professionals and families now. Cabrini Green and the Robert Taylor Homes are gone. There are more parks everywhere, too.
Chicago still has many flaws, but it's a bad example for this thread topic.

Houma. Outside of the MLK area (I know, that's officially Bayou Cane) and a sliver of downtown, that place is going to shite. Sad to see, because I grew up there.

Monroe, LA...at least downtown and Desiard in front of NLU.
Really nice place in late 60's. Went back to NLU in 2003. Could not believe my eyes.
