Without looking too deeply into this, this seems problematic.
And it isn't just that it's gross or encourages people to unscrupulously profit on tragedy.
When money is on the line, there's a certain percentage of people who will cheat. In this case, cheating means placing bets and setting fires. That is a problem... before hitting submit I read the article and they point out this issue as well.
I don't like government getting into things unnecessarily, but they already are involved with gambling, and arson should not be incentivized.

Monte Carlo simulations are a legitimate tool for predicting events of unknown probability. This just takes it a step further by monetizing it. As others have said, it's a bit problematic.
