Public outcry has certainly been outsized, whether it has been presented as the most critical issue facing the black community or not. So it's not like a real straw man argument. If he were only saying that this isn't the most critical issue facing the black community, then sure. But that's an easy claim. He's really arguing against the outsized reaction.
You've set up a straw man by pointing out a statement in the argument that isn't really the point he's making in order to discredit the author and, thereby, the article.

The worst officer involved shooting I have ever seen the video of was Daniel Shaver (white). The slow-motion march toward his death was brutal to watch.
IN the end, "everything" is an emergency or epidemic these days and certainly many of these need to be addressed but the elevation of everything to an emergency simply means nothing is an emergency.
