They didn’t bomb a neighborhood. They “bombed” one house where armed squatters, responsible for killing a cop, refused to leave and threatened to kill more police and it accidentally ignited blocks of row homes.

Here's another consideration: who records an incident before it escalates? When this video starts there already is a group around , hollering, etc. There was plenty of time for the "victim" to diffuse his own situation that you aren't seeing in the video
