Police Shining Spotlight on while traveling on highway

Was traveling I-10 this evening was in far left lane and passed an officer (Was going about 8 MPH over speed limit) He quickly got behind me and looked as if he was going to pull me over. Officer got close behind me without lights seemed like wanted to pass so I moved to center lane.
We both traveled in lanes next to each other for about a .5 mile and noticed the officer flashing his spot light forward (no overhead lights flashing) as if in a pattern to direct me to furthest right lane.
Another vehicle came up the center lane and blew past the officer and they got pulled over.
Curious if he may have seen the other vehicle approaching and was trying to catch them? Seemed like a really odd situation, certainly haven't seen that before.

LOL the OT never disappoints.
Actually I was the fastest traveling vehicle at that time which I was why I was in the left lane . Slowed down as I saw I was about to speed past the officer.
Guess the brake theory makes sense, just glad I wasn't the one to get pulled over.
