I am talking about prescribing yourself any medications. You can prescribe family, friends, etc non controlled medications in an emergency but prescribing yourself anything is a big no-no.

That's not what that says. It says the WHO is asking Russia for information about the plague death and Russia said its under control. And the word help isn't even in the paragraph. Fake news.
