England. Much of Northern England is an industrial urban wasteland. Much of Southern England is what you see in British period dramas.

South of the pan handle in Fl resembles very little of the south in the USA. Miami and Orlando resemble Atlanta and Birmingham in no significant way at all. NY, FL, and Cali are the three most visited places in the country.
Much of the south has too much crime and poverty to attract people who want a second home or a retirement home.

I’m pretty sure this has to do with ailments and long winters they can no longer handle, but what do I know? The other option is the South is a cheap place to retire, and when ya don’t make any money aside from your retirement you gotta go where you can afford.

But let me ask you this; if the South is in fact a better place why do people wait until they retire to move there?
