Let the legal system handle this, whether a criminal case or civil. Don’t start shite, there is always a bigger badass around the corner. You are currently conspiring to commit a crime on a message board, so it’s clear you don’t have a lot of sense. Mind your own fricking business hero.
Also, your whole story is bullshite anyway, it never happened, a man would never save his dogs but tell his kids to save themselves and run. And if it was true your friend is as big an idiot as you.

As a PitBull owner, I agree that all PitBulls that attack people or dogs should be put down. Saying all of them should is bullshite though, mine is very non aggressive and disciplined.

Dogs are treated as chattel legally, probably max compensation to owner if caught killing one is $250.

You can try to sue the owner. The problem with that is finding insurance to go against. Homeowner's insurance is the type that would covers this, but a lot of policies have dob bite exclusions or small policy limits for dog bites.
