New Orleans' budget is actually pretty small because of how the tax base is made up.
NOLA is $510m for 375k people.
BR is $819m for 230k.
That said, it's horribly mismanaged, and mitch has totally botched the use of FEMA funding, which should have been applied for by experts who know how to secure alternate-project funding.
