Not to profile, but poor baw likely couldn't swim. From a poorer area not on the water.

I drove through this same underpass at approx. 8 pm last night after eating at nearby Louisiana Lagniappe on Perkins. It was indeed pouring at the time but there was no appreciable water there. Water must have come up very fast. Anyone know what time this supposedly occurred?
I suspect there were a lot of others doing the exact same thing, not figuring things would go to hell.
Water can be a damn tricky thing. My ex was in Central in 2016, she was able to get out down Hooper Rd during the flood. Told me it was like a scene from a disaster movie; saw the water coming up as the Comite backed up into a bayou behind her mother's house. She said "lets fricking go", left when the water was shoe top height at her driveway. Her sister farted around packing a bag and was 5 minutes behind her... the ex made it clear, the sister got caught by the waters and had to spend a couple nights in a local church shelter.
It's called a FLASH flood for a reason.
I'm curious, maybe that underpass was good to go, until it suddenly wasn't.

What a horrible way to go, but I guess I don’t understand what circumstances prevented him from escaping his vehicle when he saw that he was in a flooded area.

OK Baws, there is a small metal building just up the hill from the underpass that houses pumps that pump the rainwater out of the underpass. It pumps the water into a ditch( that is overgrown with brush and small trees) that runs along the railroad track that flows into Dawson Creek. With 13+ inches of rainfall the creek was likely up to top its banks. The pump station could not deal with it. The overgrown brush filled ditch did not help. City parish partially dropped the ball here. Similar situation at Acadian underpass but no overgrown ditch. When Dawson Creek is at the top of its' banks the pump station can't pump more water into it. The solution is to increase the capacity of our creeks and bayous. To do that they Have to be Widened, not deepened. Also ,the worst thing you can do to a creek or drainage canal is to line it with concrete.

Actually, at least some of the cars were floating around above the water line. That is how one ended up on top of others.
