I was at a meeting in northern Europe. A professor, his wife and his down's syndrome son (my age) were at the table with me. The son was non-verbal. The parents communicated with sign language. The son wanted more beer. And more beer and then started to push his Mother around. Then the Father stepped in, several of his former grad students helped him take the son to their room. It was no big thing for any of them. One of the students later told me that everybody knew the kid and how to control him.

Of course it is if they are of age. I was in Best Buddies at LSU (we paired up with and kept friendships with people with various disabilties) My buddy while I was in the program had an intellectual disability and every noe and then we would go to a bar together. We never got drunk, but he enjoyed the occasional margarita or Jack and coke. He needed help understand a lot of stuff, but in a lot of ways he was a typical guy in his late 20's...he just wanted to hang out like everyone around him
