OMG my Mom does this sometimes. It's like she is gauging what I'm about to say in my story next. It drives me crazy but I don't say anything.

Co-worker of mine does this. I almost have to look away when I speak to him. First couple of conversations when I first met him I thought the elevator didn't go to the top floor but he is normal and pretty smart. However, he is an Aggie, which could possibly explain this behavior.

I do this.
I can't speak for everybody, but for some of us, it's the way our brains work. My brain is not in sync with the words I'm saying or hearing. Most of the time, I'm rehashing in my mind the last sentence that I just spoke. It's like an echo in my minds. Mostly, I'm not aware that I'm doing it. I have to think about the words that I just spoke to make sure that it came out the way that I intended.

Every single person I've known to do this has some sort of social "glitch" in their personality. Not sure what it is and it's not that they are all the same, but it's noticeable.

A friend's wife does this all the time. It's really annoying. I'll be talking and her mouth is moving, like it's mouthing words, but she's not saying anything.
She's definitely crazy too.
