In my experience they are doing that because they can't hear themselves fart and are trying to follow along.

I stutter so people do that to me all the time. It's like they are trying to help me get the words out.

I have a relative that does this and I agree with the poster that made mention of a social "twitch". I think that this is absolutely true. This relative is actually audibly repeating every word that the person speaking says. It is aggravating. I've stopped his wife from speaking before (while he's doing this mouthing /repeating crap) and asked who's telling the story. ADD. ADHD. A tic. I don't know what it is- but it has gotten worse with the years passing.

Most of the time, I'm rehashing in my mind the last sentence that I just spoke. It's like an echo in my minds. Mostly, I'm not aware that I'm doing it. I have to think about the words that I just spoke to make sure that it came out the way that I intended.

It helps them comprehend what you are saying is what I've been told. I've also seen the same people mouth the last few words of a sentence when they stop speaking to you.
