Is this a TD first.? He said several days ago that the storm would a big nothing for New Orleans.

This was just an early season drill. The big ones don’t usually come until around Labor Day.

That's incorrect. He said the storm would be nothing for Louisiana. From that exact moment, there wasn't a damn forecast that didn't project Louisiana.
Fast forward to the current time, I don't think the storm inconvienced anybody outside of LA.
